Kuala Lumpur, Malaysia | 15 December 2025. The Secretary of State for Cooperatives (SECoop) Timor-Leste represented by Eng. Leovogildo Belarmino, moderated Mini Dialogue 4 of the ASEAN Cooperatives Networking 2025 (ACN2025), held at Menara Kuala Lumpur, Malaysia.

The panel discussion, themed “Forging the Cooperative Economic Corridor: Commitments to C2C Trade and the 2030 Roadmap,” brought together key ASEAN cooperative institutions to advance cross-border Cooperative-to-Cooperative (C2C) trade and regional collaboration.

Mr. Vergel Hilario from the Philippine Cooperative Development Authority (CDA) presented the Philippines’ cooperative regulatory framework on trade and advocacy, highlighting initiatives to strengthen the cooperative movement and facilitate C2C export and import activities across ASEAN.

Puan Sri Datin Sri Noraesyah from Institut Koperasi Malaysia (IKMa) shared how IKMa, as a training and university institution, is adapting its curriculum to equip cooperative managers with the skills required for regional C2C engagement and international market participation.

Mr. Zainudin from Suruhanjaya Koperasi Malaysia (SKM) highlighted Malaysia’s regulatory guidance, compliance training, and the use of digital training platforms to support cooperatives in meeting regional trade standards.

The dialogue reaffirmed ASEAN’s collective commitment to strengthening the cooperative movement and building a practical, inclusive, and sustainable Cooperative Economic Corridor toward the 2030 roadmap.
