Minister of Foreign Affairs and Cooperation, today presided over the Signing Ceremony of the Exchange of Notes for the Economic and Social Development Programme between the Government of Timor-Leste and Government of Japan. The Exchange of Notes was signed by H.E. Minister Bendito dos Santos Freitas and H.E. Ambassador 𝐊𝐈𝐌𝐔𝐑𝐀 𝐓𝐞𝐭𝐬𝐮𝐲𝐚, Ambassador of Japan to Timor-Leste. This cooperation will support the procurement of heavy machinery for the Ministry of Public Works, reinforcing national infrastructure development as Timor-Leste advances its ASEAN integration.

The event gathered key national and international partners, including H.E. Júlio do Carmo, Vice Minister for Infrastructure; Mr. Daisuke Fukumori, Chief Representative of JICA Timor-Leste; Ambassador Juvencio Martins, Secretary-General of the Ministry of Foreign Affairs and Cooperation and senior representatives from relevant line ministries. This cooperation will further enhance the construction, rehabilitation, and maintenance of essential infrastructure, strengthening connectivity across the country.

H.E. Minister conveyed deep appreciation to the Government and people of Japan for their longstanding friendship and consistent support to Timor-Leste’s development. Today’s signing reaffirms the strong strategic bilateral partnership and a shared commitment to advancing national progress, resilience, and the well-being of the Timorese people.
