O Vice-Ministro do Comércio e Indústria, Sr. Augusto Júnior Trindade, na qualidade de SEOM Lead de Timor-Leste, participou ativamente no segundo dia do High-Level Policy Dialogue sobre “Timor-Leste na ASEAN: Avançando os Objetivos de Desenvolvimento Nacional através da Integração Regional”, onde interveio como panelita e proferiu também as observações de encerramento do evento.

Durante a sessão de painel com representantes do setor privado e da Câmara de Comércio e Indústria de Timor-Leste, o Vice-Ministro destacou que a adesão à ASEAN representa uma oportunidade transformadora para a economia nacional, abrindo acesso a um mercado regional com mais de 600 milhões de pessoas e criando novas perspetivas para os setores produtivos, nomeadamente agricultura, pescas, turismo e serviços digitais.

Na sua intervenção, sublinhou ainda que a integração na ASEAN permitirá aumentar a competitividade das empresas timorenses, através da facilitação do comércio, da digitalização da economia e da redução de custos de transação. No entanto, reforçou que estas oportunidades exigem preparação, capacidade e adaptação às normas regionais, apelando a um maior envolvimento do setor privado.

O Vice-Ministro apresentou também as principais prioridades do Governo para apoiar o setor privado, com especial enfoque nas micro, pequenas e médias empresas (MPMEs), incluindo:

melhoria do ambiente de negócios e simplificação de procedimentos;

reforço da capacitação institucional;

promoção da transformação digital;

investimento em infraestruturas estratégicas, como internet de fibra ótica e expansão do Aeroporto Internacional de Díli.

Na ocasião, foi igualmente destacada a importância do Roteiro Nacional de Implementação da Comunidade Económica da ASEAN (AEC) 2026–2030, considerado um instrumento fundamental para orientar as reformas políticas e económicas necessárias à integração plena de Timor-Leste.

Nas suas palavras de encerramento, o Vice-Ministro enfatizou que a integração na ASEAN “não é o fim de um processo, mas o início da implementação concreta”, sublinhando a necessidade de transformar as discussões em ações práticas e resultados tangíveis.

O governante reiterou que o sucesso da integração de Timor-Leste dependerá de uma forte parceria entre o Governo, a ASEAN e o setor privado, destacando a importância de uma abordagem inclusiva que garanta benefícios reais para a população, empresas e comunidades.

O evento contou com a participação de representantes do Secretariado da ASEAN, Banco Asiático de Desenvolvimento (ADB), setor privado, parceiros de desenvolvimento e instituições governamentais, reforçando o compromisso conjunto com uma integração económica eficaz, resiliente e sustentável.

The Vice Minister of Commerce and Industry, Mr. Augusto Júnior Trindade, as SEOM Lead of Timor-Leste, actively participated in the second day of the High-Level Policy Dialogue on "Timor-Leste in ASEAN: Advancing the National Development Goals through Regional Integration", where he spoke as a panelist and also delivered the closing remarks of the event.

During the panel session with representatives of the private sector and the Chamber of Commerce and Industry of Timor-Leste, the Vice Minister highlighted that joining ASEAN represents a transformative opportunity for the national economy, opening access to a regional market with more than 600 million people and creating new perspectives for the productive sectors, including agriculture, fisheries, tourism and digital services.

In his speech, he also stressed that integration into ASEAN will increase the competitiveness of Timorese companies, through trade facilitation, digitalization of the economy and reduction of transaction costs. However, he stressed that these opportunities require preparation, capacity and adaptation to regional standards, calling for greater involvement of the private sector.

The Vice Minister also presented the Government's main priorities to support the private sector, with a special focus on micro, small and medium-sized enterprises (MSMEs), including:

improvement of the business environment and simplification of procedures;

strengthening institutional capacity;

promotion of digital transformation;

investment in strategic infrastructure, such as fiber optic internet and expansion of Dili International Airport.

On the occasion, the importance of the National Roadmap for the Implementation of the ASEAN Economic Community (AEC) 2026–2030 was also highlighted, considered a fundamental instrument to guide the political and economic reforms necessary for the full integration of Timor-Leste.

In his closing remarks, the Vice Minister emphasized that ASEAN integration "is not the end of a process, but the beginning of concrete implementation", underlining the need to turn discussions into practical actions and tangible results.

The official reiterated that the success of Timor-Leste's integration will depend on a strong partnership between the Government, ASEAN and the private sector, highlighting the importance of an inclusive approach that ensures real benefits for the population, businesses and communities.

The event was attended by representatives of the ASEAN Secretariat, Asian Development Bank (ADB), private sector, development partners and government institutions, reinforcing the joint commitment to effective, resilient and sustainable economic integration.
