Díli, 8 de abril de 2026 – O IX Governo Constitucional assinou um memorando de subvenção anual com a Conferência Episcopal Timorense (CET), assegurando um financiamento de 15 milhões de dólares para 2026, destinado a áreas sociais, educativas e ao funcionamento da estrutura eclesial.

A assinatura decorreu no Palácio do Governo, em Díli, e contou com a presença do Vice-Primeiro-Ministro e Ministro Coordenador dos Assuntos Sociais, Eng.º Mariano Assanami Sabino, bem como de representantes do Gabinete de Apoio à Sociedade Civil (GASC) e da Igreja Católica, incluindo o presidente da CET, Dom Norberto do Amaral.

Esta subvenção integra o Orçamento Geral do Estado (OGE) para 2026 e será distribuída por três áreas principais: 40% para a educação, 30% para o setor social e o restante para despesas operacionais da Igreja.

O Bispo da Diocese de Baucau, Dom Leandro Maria Alves, destacou que o financiamento permitirá reforçar iniciativas educativas e sociais em todo o país, sublinhando o papel da Igreja no apoio às comunidades.

O acordo assenta na Concordata assinada em 2015 entre Timor-Leste e a Santa Sé, bem como no Acordo-Quadro estabelecido em 2017 entre o Governo e a CET, que definem os termos da cooperação institucional e financeira. Estes instrumentos preveem contribuições anuais ajustadas à disponibilidade financeira do Estado.

Durante a cerimónia, o Vice-Primeiro-Ministro salientou que o apoio do Governo reflete o compromisso com o desenvolvimento humano e social, destacando a importância da educação e o papel da Igreja na formação de cidadãos e líderes no país.

“O futuro da nação está nas crianças”, afirmou, reforçando a necessidade de investir em instituições que promovam o bem-estar e a capacitação da população.

Mariano Assanami Sabino sublinhou ainda que este tipo de apoio não se limita à Igreja Católica, sendo também alargado a outras confissões religiosas, como as comunidades protestantes e muçulmanas, numa lógica de inclusão e cooperação inter-religiosa.

Dili, 8 April 2026 – The IX Constitutional Government has signed a memorandum for an annual grant with the Timorese Episcopal Conference (CET), securing funding of 15 million US dollars for 2026, aimed at social and educational sectors, as well as the functioning of the ecclesiastical structure.

The signing took place at the Government Palace in Dili and was attended by the Vice Prime Minister and Coordinating Minister for Social Affairs, Eng. Mariano Assanami Sabino, along with representatives from the Office for the Support of Civil Society (GASC) and the Catholic Church, including the President of the CET, Dom Norberto do Amaral.

This grant forms part of the State General Budget (OGE) for 2026 and will be allocated across three main areas: 40% for education, 30% for the social sector, and the remainder for the Church’s operational expenses.

The Bishop of the Diocese of Baucau, Dom Leandro Maria Alves, highlighted that the funding will strengthen educational and social initiatives across the country, underlining the Church’s role in supporting communities.

The agreement is based on the Concordat signed in 2015 between Timor-Leste and the Holy See, as well as the Framework Agreement established in 2017 between the Government and the CET, which define the terms of institutional and financial cooperation. These instruments provide for annual contributions, subject to the State’s financial capacity.

During the ceremony, the Vice Prime Minister stressed that the Government’s support reflects its commitment to human and social development, emphasising the importance of education and the Church’s role in shaping citizens and leaders in the country.

“The future of the nation lies with its children,” he said, reinforcing the need to invest in institutions that promote public well-being and capacity-building.

Mariano Assanami Sabino also underlined that this type of support is not limited to the Catholic Church, but is also extended to other religious denominations, such as Protestant and Muslim communities, in a spirit of inclusion and interfaith cooperation.
