His Excellency Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources, met with Her Excellency Gan Siow Huang, Minister of State for Foreign Affairs and Trade and Industry of Singapore, on the margins of Gastech 2026 in Bangkok, Thailand.

Minister Monteiro expressed Timor-Leste’s appreciation for Singapore’s longstanding support, including throughout Timor-Leste’s journey towards ASEAN membership, and highlighted the opportunity to further strengthen bilateral cooperation as Timor-Leste enters a new chapter as an ASEAN Member State.

Discussions focused on opportunities for greater cooperation in the energy sector, including engagement with Singapore-based companies, service providers, investors and financial institutions. Minister Monteiro highlighted Timor-Leste’s ongoing development of its petroleum and natural gas resources and welcomed greater participation from Singapore’s energy and financial sectors.

Minister Monteiro also highlighted the progress of the Greater Sunrise Project, opportunities associated with the redevelopment of Bayu-Undan and other gas resources, and Timor-Leste’s broader ambition to bring its natural gas resources to regional and international markets.

Both sides also discussed cooperation within ASEAN, including energy security, regional connectivity and capacity building. Minister Monteiro welcomed Singapore’s continued support as Timor-Leste strengthens its participation in ASEAN and prepares for future responsibilities within the regional organisation.
